Captain RALAIARIVONY Harifidy Andrianjaka Alex, Director of the Regional Maritime Information Fusion Center, is a naval officer who graduated from the Brest Naval Academy with 26 years of service in the Malagasy Navy. He holds a Master's degree in Strategy, Defense, Security, and Conflict and Disaster Management and attended the International War College in Yaoundé.

Having successively held the positions of operations officer on board the ATSANTSA patrol boat of the Madagascar Fisheries Surveillance Centre, commander of the TROZONA patrol boat, then head of the international relations department of the Ministry of National Defence, he has expertise in the fight against IUU fishing, drug trafficking, smuggling and wildlife in the western Indian Ocean.
