The RMSA is a framework established to enhance maritime security in the Eastern and Southern Africa and Indian Ocean (ESA-IO) region. It involves the collaboration of regional states to combat maritime crimes through information sharing (RMIFC) and operational coordination (RCOC).
The architecture is primarily funded by the European Union through the MASE (Maritime Security) programme. Additional support is provided by member states and international partners like the Indian Ocean Commission (IOC).
The core signatory states include Comoros, Djibouti, France (Reunion), Kenya, Madagascar, Mauritius, and Seychelles. Other regional countries participate as observers or partners.
