About Us

The CRFIM is a maritime information fusion center for the East, Southern Africa and Indian Ocean region hosted within the Malagasy National Maritime Information Fusion Center (CFIM) following the headquarters agreement signed between the Indian Ocean Commission (IOC) and the Malagasy Government on February 18, 2016.

The CRFIM is a Public Administrative Establishment (EPA) whose headquarters are located in Antananarivo, Madagascar. It was created following the initiative to establish a regional mechanism for the coordination and exchange of maritime information decided in the Djibouti Declaration in its outcome 5.

The CRFIM process consists of working in collaboration with the 11 countries of the AfOA-OI region represented by the Regional Liaison Officers sent by their countries.

As a vital transit area for major maritime routes connecting Asia, the Pacific, and the Middle East, the Indian Ocean occupies a central place in global economic and strategic balances. This importance is also reflected in the diversity and complexity of the threats to its maritime security. Indeed, the year 2024 was marked by an intensification of challenges: proliferation of illicit trafficking (drugs, weapons, human beings), illegal fishing, smuggling, Houthi attacks in the Red Sea and piracy, still present in the background, reminds us of the need for sustained vigilance.

Our Mission

Collect, merge, analyse and share maritime information relating to:

Our mission is to enhance maritime situational awareness in the AfOA-IO region by continuously monitoring maritime activities, collecting and analyzing relevant data, and disseminating credible, up-to-date information. We support Member States with expert assessments, risk analysis, and strategic recommendations to combat illicit trafficking, illegal fishing, and emerging maritime threats. By maintaining comprehensive databases and coordinating regional surveillance efforts, we ensure informed decision-making, facilitate future investigations, and enable effective crisis response in collaboration with regional partners and the Regional Maritime Operations Coordination Centre in Seychelles.
